Does Indiana issue much larger driver's licenses than other states?

(click image, reddit) Or, is State Police Superintendent Carraway a dwarf? By the way, Melvin was Superintendent from 1997-2005, according to Wikipedia. Related: the most honest political ad in US history, from 1916, via Genesee County Police Commissioner Frank R. Streat.

Nope. Not bigger licenses, smaller cops.

I saw these all over the gas stations around Indy growing up. It's weird seeing them on here. They were so normal in the 90s when the ability to "pump and run" was so feasible (before the credit cards were common at gas stations and going inside to pay with cash).
